Dear Dr Karan Singhji

You being the scion of the great Dogra dynasty, the people of the
State, more so of Jammu, have great expectations from you. In this
hour of crisis when Pakistan has launched a proxy war and certain
hostile elements from within and out side the State are working
overtime to week Indian polity, the nationalists expect from you to
come forward to secure for them a bright future in the composite
State of Jammu and Kashmir as an integral and inalienable part of
India.

We write this open letter to give expression to the sentiments of
an overwhelming majority of people who unable to comprehend the
logic and compulsions of your unexpected alliance with National
Conference wedded to the concept of limited accession, to say the
least, feel confused and badly let down. We state at the very
outset that we fully respect your right to choose the political
ideology and platform of your preference. But in our social and
political milieu public figures like you acquire a public image and
people are just not willing to countenance a hundred eighty degree
turn that contradict your own views on crucial matters of national
importance. We have to point out with regret that such a situation
has arisen with your acceptance of the chairmanship of the J&K
Government appointed committee on "Greater Autonomy" for the State.

It is on record that you had always advocated closer integration of
the State with the rest of the country. This is amply and
unambiguously-testified in the letter you as Sadar-i-Riyasat wrote
to Jawahar Lal Nehru the then Prime Minister at the time of the
submission of the report of the States Re-organisation Commission.
May we in this connection draw your attention to Your book
Sadar-i-Riyasat : An Autobiography (Vol. 2 page 20). You wrote
"...I brought to Jawahar Lal's notice three points that I felt
deserved special consideration. The first was that Jammu and
Kashmir should at least be included in the northern zone which had
been envisaged as part of the zonal set up recommended by the
Commission. Secondly the SRC's recommendations regarding linguistic
minorities should be applied to Jammu and Kashmir". You further
wrote "...As you know, there are two important linguistic
minorities in the State-the Dogras and the Ladakhis. And I am sure
that no one mill want them to be deprived of the safeguards that
are to be provided for other linguistic minorities in the rest of
India". Thirdly you urged "That the President of India should be
empowered to nominate the head of the State of Jammu and Kashmir,
whatever that office may be called... So long as we can be sure
that it will always be someone who will keep the larger national
interests paramount and enjoy the complete confidence of the
Centre". With the secessionist and divisive forces hyperactive and
Pakistan persisting with her nefarious designs of grabbing Jammu
and Kashmir by hook or by crook those of your arguments acquire, if
anything, much greater force and relevance. This also explains the
intensity of popular reaction of resentment to the radical
deviation of your stand.

We are certain about Dr Farooq Abdullah's motivation in demanding a
semi-independent State of Jammu and Kashmir. And we can state
without fear of contradiction that the APHC and other Pro-Pak and
azadi brand outfits consider this as the first step towards the
realization of their goal. What they have failed to achieve through
terrorism, they now hope to gain at least in stages through the
medium of greater autonomy.

It needs to be pointed out. that the committee you are presiding
over is dealing with Centre-State relations, as also with
constitutional changes. Any recommendations in accordance with the
"Terms of Reference" will not only adversely Elect national unity
and integrity, but also jeopardise the future of the generations to
come as these are sought to be made "inviolable" as per the terms
of the reference of the committee.

We, therefore, most earnestly urge you to review your political
stance in the light of your life long nationalistic commitments and
the harsh ground realities and dissociate yourself from Greater
Autonomy Committee. This will greatly enhance your status and
prestige and increase the esteem and affection amongst nationalist
forces.
