With defence minister Mulayam Singh Yadav becoming somewhat defenceless
after the defeat of the Deve Gowda government in Delhi, UP chief
minister Mayawati has stepped up her "Target Mulayam" campaign in Uttar
Pradesh.
Ms Mayawati has devised a three-phase strategy to target her arch rivals
- the Samajwadis - in Uttar Pradesh. In the first phase of the strategy,
Ms Mayawati will target those criminals who have with the Samajwadi
Party and, thereby dilute her rivals' muscle power in the state.
Earlier this week, Ms Mayawati, had announced the creation of five
special police ranges in the state to cheek criminal activities along
the border areas. Interestingly, two of these ranges are located in
eastern UP which is considered a Samajwadi bastion. The police sources
confirm that they have been specifically asked to target the seven major
mafia groups in the area that have affiliations with the SP.
"As part of the crime control campaign we will initiate action against
these criminals and the special police ranges will prevent their
migration to neighbouring states.
Earlier, most of the criminals who apprehend action. fled to adjoining
states till things cooled down here. This time, we will not even give
them an opportunity to escape," says a senior police official on
condition of anonymity.
The impact of Ms Mayawati's crime control campaign was felt this week,
when none of the Samajwadi leaders having criminal antecedents,
participated in the party-sponsored Protest Day on April 10. "Obviously
they feared arrest and therefore preferred to remain underground," the
police officer said. In the second phase of the strategy Ms Mayawati
intends to marginalia the social relevance of powerful backward caste
groups like Yadavs and Kurmis - considered to be Samajwadi supporters in
UP. Ms Mayawati has asked all district level officers to ensure that
dalits who hold pattas (lease land orders) are given kabza (possession)
of the land by the end of the month.
The implementation of these directives would naturally come as a blow to
Yadavs and Kurmis because these caste groups have been depriving dalits
the possession of their land in most areas. The decision is being seen
in political circles, as a clear attempt to erode the vote bank of Mr
Mulayam Singh Yadav.
In the third phase of the strategy Ms Mayawati will target her arch
rival in the Ayurveda seam by granting permission to prosecute former SP
minister Balram Yadav who has been named as an accused in the
multi-crore seam.
It may he recalled that UP governor Mr Romesh Bhandari, had denied
Permission to prosecutor the former minister even though the CBI had
filed chargesheets against him in the court.
Ms Mayawati has now directed the advocate general "to clear all
obstacles that lie in the way of granting permission to prosecute Balram
Yaday." The permission, when granted, is bound to be a major political
embarrassment for Mr Mulayam Singh Yaday who has, all along claimed that
his party is the only scam-free arty in the country.
