The Centre gave Jammu and Kashmir
nearly Rs.2,400 crore in about a decade in 'addition expenditure' to fight
militancy according to official records.,
The Central Government has reimbursed
the additional security related expenditure for 'approved activities' from
1989 onwards, says an official release.
It says a sum of Rs.2,357.95 crores
has so far been reimbursed to the state during 1989-2002. In addition,
Rs.265.50 crore has been earmarked for 2003-04.
Under the security related expenditure,
the Centre gave Rs.530.45 crore to the state for the welfare of Kashmiri
migrants. An amount of Rs.362.79 crore was also released for welfare
activities. A sum of Rs.233.23 crore was provided to the state for
security related construction works while Rs.92 crore was given for election.
A sum of Rs.87273 crore was made available to the state as additional expenditure
on police while Rs.166.65crore was released as 'action plan security related
expenditure', the release added.
In 1999, a Standing Committee on
security related expenditure under the special secretary (Jammu and Kashmir
Affairs) with representatives of Finance and Home ministries and the State
Government and state police was created to oversee financial assistance
to the State.
The Central Government is also reimbursing
the expenditure incurred on Special police Officers (SPOs} at the rate
of 20,000 per annum, which includes cost of honorarium, weapons equipment
and training.
