Infiltration in J&K picks up

The infiltration along the Line of Control (LoC) and International Border in Jammu and Kashmir has picked up considerably this month with the figure recording three times the number of 26 witnessed last month.

The militants have again been using their traditional routes of Neelum Valley in north Kashmir and Poonch sector in Jammu to infiltrate into the Valley, official sources said, according to a report submitted to Union Home Ministry,

The sources said so far till June 20, an approximate number of 85 militants mostly Pakistanis had infiltrated into the State and the number was expected to go up.

The report also carried some Ultra High Frequency (UHF) conversations between the militants from Kashmir and Pakistan-occupied-Kashmir.

An earlier report of the Union Home Ministry on militant camps in PoK and Pakistan had said that ISI had initiated a new action plan to launch militants into the State without taking help of Pakistani Army so that international criticism could be avoided.
 

The fresh report on infiltration said that Neelum Valley in Kupwara district and Poonch and Mandi in Jammu region were being used by the militants to slip into the Valley.

While the militants entering in Kashmir valley had used mountainous ranges to slip into the Bandipore area from where they moved into north Kashmir and periphery of Srinagar city, those entering through Poonch used Pir Panjal range to move into south Kashmir and other areas of Doda and Udhampur, the report said.

The report, submitted by intelligence formations of various agencies working in the militancy-infested State, said infiltration in the month of April was approximately 44 while the figure had dropped to nearly 26 in the month of May.

It said that some of the wireless intercepts also suggested that militants as well as fresh stock of arms and ammuniation had reached the destinations.

Several of wireless intercepts were traced to Lashker-e-Toiba communication centre at Leepa Valley and a place near Muzaffarabad Army airport in PoK, the report said.

The points of the report, which comes two days ahead of visit of Pakistan Foreign Secretary Riaz Khokar, are likely to be conveyed to the Pakistani side as New Delhi has been maintaining that Islamabad should effectively weed out militancy from its end.

The report said there was a sudden spurt in the increase of coded message between the militant groups which eventually led to some time consuming in decoding it.
