There is no end to the scourge of terrorism,
being perpetrated from across the border. Now 'jihad' has been indianised.
India is being systematically targeted by hitherto unknown terrorist organization,
styling itself as the "Indian Mujahideen".
The new ultra-headed 'monster' is none other
than the banned Students Islamic Movement of India (SIMI), as conclusively
established by the Gujarat police with the arrest of Abul Bashir Qasmi the
alleged mastermind behind July 26 serial bomb blasts in Ahmedabad. SIMI has
an alliance with two dreaded Pakistan-based terrorist organizations, Lashkar-e-Toiba
and Jaish-e-Mohammad, which are closely linked to Taliban and Al Qaeda network.
Pakistan's four-month old PPP-led civilian
Government has ostensibly no control over the Inter-Services Intelligence
(ISI), which is responsible, overtly or covertly, for unleashing a wave of
terror across India, despite the fact that Pakistan is on the edge of a precipice.
There is no end to its prolonged proxy war, inflicting a 'thousand cuts' on
India.
There seems a corollary between the violation
of the 2003 cease-fire agreement on the LoC by Pakistan, and the engineering
of serial blasts of wider dimensions in Ahmedabad and Bangalore. Uncontrolled
Pakistan Army is up to something.
To the chagrin of millions of Indians, then
UP Chief Minister Mulayam Singh Yadav had 'certified' SIMI as a 'social and
religious organisation', declaring its leaders including Safdar Nagori, SIMI
General Secretary, as 'innocent'. SP was the only one in the country to lift
ban on the outfit.
SIMI has taken deep roots in India because
of rapid growth of madrassas, where pupils are taught to kill infidels. They
are run with funds provided by Saudi Arabia. The second reason for the growth
of terrorism is due to vast changes in the country's demographic character,
especially in Assam, West Bengal, U P and Bihar. Terrorism is also linked
to massive infiltration from Bangladesh. It is shocking that one Mohammed
Kamaruddin, holding a Pakistani passport, and who had entered through Bangladesh
illegally, contested the Assembly elections in Assam in 1996. This is a sad
reflection on the Indian leadership and the functioning of the intelligence
agencies and paramilitary forces. Now Kamaruddin has been arrested, though
belatedly.
"Influx from Bangladesh is a regular
phenomenon with the resultant contributory factor behind the outbreak of insurgency
in the State (Assam)," remarked Gauwhati High Court Judge, Justice B
K Sharma, while disposing off writ petitions that had challenged the "quit
India" notices, served by the state government. The judgement has vindicated
allegations by various political parties and student organizations about large-scale
influx of illegal migrants. The Bangladesh infiltrators have become kingmakers.
"If this trend is not arrested, they will soon intrude upon the corridors
of power", the Judge has warned.
There are complaints of corruption in the
ranks of the paramilitary forces, manning the borders in Assam. Chief Information
Commissioner Wajahat Habibullah has accused the border security forces of
taking bribes from militants during early years of militancy in Jammu and
Kashmir. The militants were allowed to cross and re-cross into PoK after greasing
their palms. This is the height of corruption. The Government's lackadaisical
response is coming in the way of controlling infiltration, corruption and
terrorism. Men at the helm of affairs pay lip service to dire warnings, because
of the vote-bank polity.
India needs to fight terrorism on war-footing.
The Frankenstein of terrorism has to be nipped in the bud if peace is to prevail.
It is possible only if sufficient measures are taken in unison, but sans the
vote-bank polity.
