There are more than 49,000 NGOs operating
from the state according to official sources. Government has decided to prepare
a detailed database of all the NGOs operating in the state. The Economic &
Statistics Department has been chosen as the nodal department for the purpose.
Speaking to Garhwal Post, Additional Director,
Economics and Statistics Department, YS Pangti said that it was in the notice
of the government that many of the NGOs were not functional despite the grants
they received from the government at the state or national level. Many of
the NGOs also received grants from abroad. There was an urgent need to prepare
a detailed database in this respect.
Collection of the information and the verification
process would be carried out at the Block and Tehsil level. For this, the
officials to be deputed for the task would be provided training. A team from
the Centre was reaching Doon tomorrow to hold the first such training workshop,
added Pangti.
It may be recalled that a large number of
NGOs registered in the state are either defunct or merely exist on paper.
Many such NGOs get huge grants from either the state or the Union Government
for various projects and under various programmes, but no effective monitoring
system presently exists to ensure that the grants are properly utilised. According
to experts, even if half of these 49,000 NGOs registered in the state were
working properly, they could have generated a lot of employment in the state
and even contributed significantly towards development.
