During my stay abroad, I was surprised to see newspaper reports about a resolution
passed by the Indian Olympic Association (IOA) regarding appointment of president,
IOA, as the chairman of the Organising Committee, which is at variance with
the decisions taken in the GOM meeting. The letter of president, IOA dated
October 28, 2004, addressed to you clearly shows that president, IOA, was
aware of the decision of the GOM appointing the Minister, Youth Affairs and
Sports, as the chairman of the Organizing Committee for preparation and conduct
of the Commonwealth Games 2010... I seek your indulgence for withholding the
circulation of the minutes of the GOM meeting.

I grow increasingly alarmed at the profligacy
of the chairman of the Organising Committee of the Commonwealth Games 2010...the
total expenditure on the military games recently held in Hyderabad with nearly
three quarters the number of athletes and officials expected for the CWG came
under Rs 200 crore. Present projections of expenditure on the Commonwealth
Games and CWG-related expenditure have topped Rs 20,000 crore...I urge the
imperative need of recasting the Organising Committee for the CWG 2010 and
its executive board.

You are aware of the controversies and concerns
that have come up on the Fennell letter, which points to serious doubts, about
the capacity of the 500-member organising committee under Shri Suresh Kalmadi,
to deliver the conduct of the games, from October 3, 2010 to 16, when they
all depart.
