A complaint against Aam Aadmi Party (AAP) has been filed for fraudulent act of issuing donation receipts with same receipt number to multiple donors.

The complainant, Tajinder Pal Singh Bagga, has sought a probe in this connection, suspecting fund transferred to AAP could be in the form of Hawala transaction.

Bagga in his complaint to the Election Commission said, “We suspect a serious fraud has been committed by Aam Aadmi Party , which needs a detailed investigation. Aam Aadmi Party collects donations both through online transfer of funds as well as offline physical donation of fund. For every donation of whatsoever amount is made online, a receipt is generated in the name of the donor. However a closer random scrutiny of the receipts by us shows that the receipts with same voucher number were being issued to multiple donors.”

“This is an absolute case of fraud because under Indian Law one can not issue multiple donation receipts with the same receipt number. It appears that it is mere a tip of the iceberg since we did a random scrutiny of transaction receipts of merely one day where we found more than 18 instances of multiple receipts with same receipt numbers being issued. The real quantum of this fraudulent activity might essentially be in thousands since there are several hundred thousand donors and the money involved might be in crores,” the complainant said.

Respected Sir,

This is to inform you that we suspect a serious fraud has been committed by Aam Aadmi Party, which needs a detailed investigation. Aam Aadmi Party has been claiming to be extremely transparent in terms of the donations it has been receiving from its supporters for running the party activities as well as election campaign. Aam Aadmi Party collects donations both through online transfer of funds as well as offline physical donation of fund. AAP has put up the entire list of people, who have donated money to the party coffers through online transfer, in their website and through that act AAP has been claiming to be extremely transparent in its activity of receiving of donation. For every donation of whatsoever amount is made online, a receipt is generated in the name of the donor. However a closer random scrutiny of the receipts by us has thrown up shocking incidents of receipts with same voucher number being issued to multiple donors. This is an absolute case of fraud because under Indian Law one Can Not issue Multiple Donation Receipts with the same Receipt No.

What has come to our notice is perhaps the tip of the iceberg since we did a random scrutiny of transaction receipts of merely one day where we found more than 18 instances of multiple receipts with same receipt numbers being issued. The real quantum of this fraudulent activity might essentially be in thousands since there are several hundred thousand donors and the money involved might be in crores. This kind of fraud is nothing less than a case of Hawala.

Therefore I would like to request You to take strict action against Aam Aadmi Party and conduct a detailed investigation into the matter and take appropriate actions subsequently. The documents of proof of their fraudulent act are attached herewith. I hope there would be prompt action against this fraudulent act of Aam Aadmi Party.
